Calhoun County Agricultural Preservation Board
December 11, 2006
Meeting Minutes
The regular meeting of the Calhoun County Agricultural Preservation
Board (APB) was held on Monday, December 11, 2006, at 3:00 p.m., in the
Planning Department Conference Room, County Building, Marshall,
Michigan.
Chair Matt Davis called the meeting to order at 3:02 p.m. Roll was
called with the following members present: Wayne Cornell, Ben Lark, Greg
Moore, Matt Davis, and Ken Blight.
Also present: Jennifer Bomba, County Land Use Consultant.
Meeting Minutes
Moved by Ben Lark, supported by Greg Moore to approve the
October 9, 2006 meeting minutes as presented. Motion carried.
Old Business
Township Resolutions: Ms. Bomba indicated that she has
concern that Albion, Homer and Marengo Townships have not responded to
the request for a resolution supporting the PDR program. It is the
southeast portion of the county that encompasses the majority of the
prime farmland and active farming operations that we hope to preserve
through the program. Other townships that have not responded include:
Athens, Tekonsha, and Convis. It was agreed that Ken would present the
resolution to Albion Township at their next regularly scheduled board
meeting, Wayne will present at the Homer Township board meeting.
Jennifer noted htat Marengo Township has turned the resolution down
based on the fact that they are not in the position to fund the match
for any township applicants. She has discussed this misconception with a
Trustee. Ken agreed to attend the Marengo Township Board Meeting on
December 19th. We will need to assess at the January meeting where we
are and decide if we will go forward with an application cycle without
certain townships if they have not passed resolutions.
Membership: Jennifer informed members that Sue Ann
Jessup has submitted an application for the position of township
representative on the APB. The position vacated by Nancy Dietz still
remains open. Wayne and Ben’s positions are expiring at the end of the
year. Mr. Cornell has expressed interest in reappointment, while Mr.
Lark has declined which will result in a vacancy for the
conservation/natural resource position. Members suggested Dan Kesselring,
or Gregg Strand for the conservation position, and Barb Frederick for
the agricultural representative. Jennifer has not received any feedback
from Farm Bureau regarding a recommendation for the agricultural
vacancy. Ken Blight agreed to discuss our membership needs at the next
Calhoun County Farm Bureau Board meeting.
New Business
Appointment of Sue Ann Jessup
Moved by Ken Blight, supported by Greg Moore to recommend to the
County Board of Commissioners the appointment of Sue Ann Jessup as a
township representative on the Agricultural Preservation Board for a
three year term expiring December 31, 2009. Motion carried.
Reappointment of Wayne Cornell
Moved by Ken Blight, supported by Greg Moore to recommend to the
County Board of Commissioners the reappointment of Wayne Cornell as an
agricultural representative on the Agricultural Preservation Board for
a three year term expiring December 31, 2009. Motion carried.
Jennifer noted that these recommendations would be forwarded to the
Board of Commissioners for action in January.
2007 Meeting Schedule
Motion made by Ken Blight, Support by Wayne Cornell to approve
the 2007 meeting schedule deleting meetings for the months of May and
October. Motion carried.
Staff Comments
Discussion took place on the timing of an application cycle. If
kicked off in January we may be ready for application to the Federal
Farm and Ranchland Protection program in April.
Jennifer reported on the third annual land use tour hosted by the
Bosserd Family Farm. While the weather was quite cold, approximately 35
people attended.
Member Comments
Ben Lark expressed his appreciation for having the opportunity to
work with other members on this very important topic. He has become
active with the Brooks Nature Preserve project in Marshall and is
considering a position with the Southwest Michigan Land Conservancy on
their Board of Directors.
With no further business, the APB adjourned at 4:00 p.m.
