PROCEEDINGS OF THE
BOARD OF COMMISSIONERS

July 9, 2004

The 2005 Budget Kick-Off Meeting of the Calhoun County Board of Commissioners convened at 9:05 a.m., Friday, July 9, 2004 in the Large Human Resources Conference Room, County Building, Marshall, Michigan.

Roll Call: Present: Commissioners Austin, Frederick, Miller, Moore and Segal. Excused: Commissioners Ivey and Strowbridge.

Chairman Austin welcomed the elected officials and department heads and reviewed the Board priorities, as established at the Board retreat earlier this year. He announced the members of the Budget Review Committee: Chairman Greg Moore, Commissioner Kate Segal and Commissioner Barbara Frederick and members of the Policies and Procedures Committee: Chairperson Kate Segal, Commissioner Ben Miller and Commissioner Greg Moore.

Commissioner Moore informed the group that the Budget Review Committee has been meeting with elected officials and independent County Boards in an effort to discuss issues and priorities without talking about funding prior to the budget kick off. These meetings are a new step this year, based upon comments received following the 2004 process. He encouraged input into ways to continually improve the budget process.

James Latham, Finance Director gave a presentation which included information from The Price of Government - Budgeting for Outcomes, on economic trends and Calhoun County trends. County Administrator/Controller Greg Purcell reported on a number of accomplishments that the County should celebrate and be proud of. Mr. Latham discussed the budget instructions and materials that were distributed, and reminded everyone that their budget documents are due on Friday, July 23, 2004 at 4:30 p.m.

The meeting adjourned at 10:12 a.m.
