CALHOUN COUNTY
PROCEEDINGS OF THE
BOARD OF COMMISSIONERS
August 2, 2007
The Regular Session of the Calhoun County Board of Commissioners
convened at 7:00 p.m., Thursday, August 2, 2007 in the Commissioners
Meeting Room, Calhoun County Building, 315 West Green Street, Marshall,
Michigan.
Roll Call: Present: Comrs. Arnquist, Bolger, Moore,
Rae, Segal, Solis and Todd.
INVOCATION AND PLEDGE OF ALLEGIANCE:
A Moment of Silent Prayer was observed; followed by the Pledge of
Allegiance, led by Comr. Todd.
APPROVAL OF AGENDA/ADDENDUM:
“Motion by Comr. Rae, supported by Comr. Solis, adopt the
following: Resolved by the Calhoun County Board of Commissioners
approve the August 2, 2007 agenda and addendum as presented.”
Voice Vote: Motion CARRIED
APPROVAL OF MINUTES:
“Motion by Comr. Solis, supported by Comr. Rae, adopt the
following: Resolved by the Calhoun County Board of Commissioners
approve the July 5, 2007 minutes as presented.”
Voice Vote: Motion CARRIED
SPECIAL ORDER OF BUSINESS:
Clean Indoor Air Act Regulation Adoption Public Hearing
Res. 111-2007
“Motion by Comr. Arnquist, supported by Comr. Solis, adopt the
following: Resolved by the Calhoun County Board of Commissioners open
the Clean Indoor Air Act Regulation Adoption Public Hearing for
discussion.”
Voice Vote: Motion CARRIED
The public hearing was opened for public comment at 7:05 p.m.
The following speakers supported adoption of a Clean Indoor Air Act
regulation:
Board of Health Chairman Larry Anderson, Health Officer Dottie-Kay
Bowersox, Dr. Bill Mayer, Dr. Mary Benzik, Ms. Kathy Miller, Ms. Joyce
Spicer, Ms. Elizabeth Clark, Mr. Ken Greschak, Dr. Ginger Williams, Dr.
Mahesh Karamchandani, Dr. Steven Smiley, Ms. Diane Cummins, Mr. Tim
Wanner, Mr. Terry Langston, Mr. Paul Makoski, Ms. Karen Murray, Dr. Jeff
Mitchell, Ms. Jayme Carrico, Ms. Carol Meyer-Niedzwiecki, Ms. Kathy
Bloch, Ms. Roberta Sprague, Ms. Lauren Rocho, Mr. Jim Bergman, Dr. John
Bizon, Ms. Kathy Maher, Mr. Richard Belin, and a middle school student
from Albion Washington Gardner.
The following speakers opposed adoption of a Clean Indoor Air Act
regulation:
Mr. Ted Hunt, Mr. Rocky Marsh and Mr. Gardy Berezonsky.
The public hearing was declared closed at 8:37 p.m.
RECESS:
The meeting recessed commencing at 8:37 p.m. until 8:45 p.m.
SPECIAL ORDER OF BUSINESS CONTINUED:
Road Commission Membership Expansion Public Hearing
Res. 112-2007
“Motion by Comr. Rae, supported by Comr. Todd, adopt the following:
Resolved by the Calhoun County Board of Commissioners open the Road
Commission Membership Expansion Public Hearing for discussion.”
Voice Vote: Motion CARRIED
The public hearing was opened for public comment at 8:45 p.m.
The following speakers opposed Road Commission membership expansion:
Marshall Township Clerk Cynthia Sink, Lee Township Supervisor Arthur
Farmer, Mr. Joseph Bramble, Convis Township Supervisor Julia Schafer,
Mr. Russ Gruber and Road Commissioner David Veramay.
Chairwoman Segal declared the public hearing closed at 9:00 p.m.
CONSENT AGENDA:
Res. 113-2007
“Motion by Comr. Solis, supported by Comr. Todd, adopt the
following: Resolved by the Calhoun County Board of Commissioners
approve the following August 2, 2007 Consent Agenda as presented:

PETITIONS AND NEW BUSINESS:
County Administrator/Controller’s Report
Calhoun County Employees’ Defined Benefit Pension Plan Fifth
Amendment
Res. 114-2007
“Motion by Comr. Solis, supported by Comr. Todd, adopt the
following: Resolved by the Calhoun County Board of Commissioners
approve the Fifth Amendment (ATTACHMENT A) to the Calhoun County
Employees’ Defined Benefit Pension Plan, as recommended by County
Administration.”
Roll call vote: Yes - 7 Motion CARRIED Unanimously
CITIZENS’ TIME:
Mr. Berezonsky, Marengo Township resident, questioned the county’s
policy regarding i-phones and driving while utilizing cell phones.
COMMISSIONERS’ TIME:
Chairwoman Segal invited everyone to attend the Sexual Assault
Services Golf Outing on August 23 from 11:00 a.m. to 9:00 p.m.
Comr. Moore invited everyone to attend the final weekend in 2007,
August 4 and 5, of the Silver Leaf Renaissance Faire. Comr. Moore
further also invited everyone to attend the Calhoun County Republican’s
open forum event regarding concealed pistol licensing on August 8 at
Centerline of Calhoun County commencing at 4:00 p.m.
CLAIMS PAYABLE LISTINGS:
Res. 115-2007
“Motion by Comr. Solis, supported by Comr. Rae, adopt the
following: Resolved by the Calhoun County Board of Commissioners
approve payment of the list of claims against the county in the total
amount of $392,992.08 for the week of July 17, 2007; further, approve
payment of the list of claims against the county in the total amount
of $1,043,169.94 for the week of July 24, 2007.”
Roll call vote: Yes - 7 Motion CARRIED Unanimously

The meeting adjourned at 9:12 p.m. at the call of the Chair.
